THE WORLD FORUM ON ENERGY REGULATION (WFER)

The World Forum on Energy Regulation (WFER) is the leading international conference on energy regulation, held every three years. It brings together key players in the energy industry, high-level decision makers, academics, and regulators from around the world to engage in strategic discussions on regulatory frameworks.
Organized within the framework of the International Confederation of Energy Regulators (ICER)—a voluntary platform for cooperation among energy regulators—the Forum aims to improve the design and implementation of public policies in the energy sector by facilitating the exchange of information and best practices.
The ninth World Forum on Energy Regulation (WFER IX) will take place in Tbilisi, Georgia, on 21–24 September 2026.
ORGANIZING ENTITY - GNERC


The Georgian National Energy and Water Supply Regulatory Commission (GNERC), established under the Law of Georgia on Electricity in 1997, is the sole regulator of the electricity, natural gas, water supply, and amelioration sectors. GNERC consists of five Commissioners, elected for a six-year term, renewable only once. The Chairman is elected from among the Commissioners. Currently, Mr. Davit Narmania serves as Chairman of GNERC.
GNERC continuously works to improve the regulatory framework in order to ensure a high level of consumer protection, while enabling regulated companies to provide reliable and uninterrupted services across all four sectors.
The motto “When Balance is Achieved” reflects GNERC’s core objective: striking a fair balance between the interests of consumers and companies through sound and independent regulation.
