THE WORLD FORUM ON ENERGY REGULATION (WFER)
The World Forum on Energy Regulation (WFER) is the main international conference on energy regulation and takes place every three years. The WFER assembles key players in the energy industry, high-level decision makers, academics, and regulators from across the globe to engage in strategic energy discussions on different regulatory schemes.
The Forum is held within the framework of the International Confederation of Energy Regulators (ICER), a voluntary framework for cooperation among energy regulators, which aims to help improve the design and implementation of public policies in the energy sector by exchanging information and best practices.
The World Forum on Energy Regulation (WFER IX) will take place in Tbilisi, Georgia in September, 2026.
ORGANIZING ENTITY - GNERC
The Georgian National Energy and Water Supply Regulatory Commission (GNERC) established under the Law of Georgia on Electricity in 1997 is a sole regulator of the Energy, Water Supply and Irrigation Sectors. GNERC consists of the 5 Members/Commissioners elected for 6-year term that can be renewed only once. The Chairman of the Commission is elected from the composition of commissioners. Currently, Mr. Davit Narmania holds the position of GNERC Chairman.
GNERC always strives towards constant improvement of the regulatory framework in order to ensure maximum level of the consumer protection and thus takes care of the regulated companies in order to ensure reliability and continuity of supply in all three sectors.
The moto “When Balance is Achieved” reflects GNERC’s main objective – to strike a balance between the companies’ and the consumers’ interests through sound and independent regulation.
